Hydration matters, but heat risk is also shaped by workload, acclimatization, PPE, recovery, supervision, and whether the plan changes as conditions change.
Hot work is not one hazard with one control. Environmental heat, metabolic workload, radiant heat, humidity, protective clothing, shift length, recovery, health status, and acclimatization interact.
That is why an effective heat-readiness plan cannot depend on a poster, a case of water, or the employee noticing thirst. It requires a daily operating rhythm that supervisors and workers can use.
Assess the work—not only the weather app.
A useful plan considers the conditions where the work actually occurs, the intensity and duration of the task, the clothing and PPE required, and the worker’s recent exposure to heat.
NIOSH and OSHA recommend structured heat plans that account for changing conditions and protect new or returning workers while heat tolerance develops.
- Environmental and radiant heat at the work location

- PPE and clothing that limit heat loss
- New workers, returning workers, and recent time away
Build controls into the shift.
Water, rest, shade or cooling, workload adjustment, acclimatization, training, and supervisor observation work as a system. The plan should define who changes the work-rest cycle, where recovery happens, and how an employee can speak up without waiting for visible distress.
Hydration guidance should be task- and condition-aware. Employees with medical restrictions or medication concerns may need individualized guidance from an appropriate clinician.
Treat fatigue as a related operating risk.
Extended hours, nonstandard schedules, heavy work, commuting, and disrupted sleep can reduce recovery. Heat exposure adds another load to that system.
A readiness conversation should include recent workload, sleep opportunity, overtime, heat exposure, and the next task—not simply whether someone finished a water bottle.
Make recognition and response unambiguous.
Training should cover early symptoms, emergency signs, the exact communication route, cooling and first-aid steps, and when emergency care is required. Workers should know who will stay with an affected employee and how emergency services will reach the location.
